Turkey Payment Guide

Turkey’s payment landscape combines central-bank account rails, a domestic card scheme, domestic card clearing, QR and authentication standards, and internationally branded cards. FAST is the Central Bank of the Republic of Türkiye’s 24/7 instant-payment system. EFT is the broader Turkish-lira interbank transfer system. TROY is the domestic card scheme operated by BKM; a TROY card needs an international scheme logo when it is used abroad. Domestic card clearing runs through BKM’s YTH system. PayPal’s Turkey page continues to state that PayPal stopped operations in Turkey in June 2016, and Apple’s August 2026 Apple Pay country list does not include Turkey. This guide separates those layers before comparing foreign merchants, TRY conversion, subscriptions, payment states, refunds and recovery.

FAST Moves Money at Home; TROY Needs an International Scheme Abroad

For a payer in Turkey, first identify whether the payment is a FAST transfer, an EFT transfer, a TROY card, an internationally branded Visa or Mastercard card, a QR-based domestic merchant flow, or another regulated transfer route. FAST is built for instant domestic account payments and does not automatically create a foreign merchant checkout. TROY can be used abroad only when the exact card also carries a supported international scheme logo. PayPal should not be presented as a current Turkey-resident account route, because PayPal’s own Turkey notice says local operations remain stopped.

Which Turkish Payment Layer Is Actually Moving the Money?

The visible app, card or QR code is only the front end. The controlling layer may be a FAST transfer, an EFT transfer, a TROY or international card authorization, BKM domestic clearing, or a regulated transfer provider. The route owner determines availability, currency, authentication, payment state and recovery.

FAST, EFT, TROY and BKM Clearing Are Different Layers

Inside Turkey, bank transfers and card payments can both move Turkish lira, but they use different infrastructure. FAST is an always-on instant account rail, EFT is an interbank TRY transfer system, TROY is the domestic card scheme, and BKM’s YTH system clears and settles domestic card transactions between participants.

FAST: Instant and 24/7

CBRT describes FAST as an independent instant-payment system where customers can send payment orders 24/7 and funds become available in the recipient account within seconds. For diagnosis, record the participating institution, recipient details, TRY amount, payment status and any return or cancellation state.

EFT: Interbank TRY Transfer

EFT is a separate CBRT-operated system for Turkish-lira interbank payments. A user-facing bank transfer may be routed through EFT rather than FAST depending on the payment type and bank service. Confirm the sending bank, recipient bank, account data, amount, timing and transaction state instead of treating all bank transfers as the same route.

TROY: Domestic Card Scheme

TROY is operated by BKM and is designed for Turkish card payments. Abroad, the decisive detail is the extra international scheme logo. BKM says a TROY card must also carry an international scheme logo to complete transactions outside Turkey.

BKM YTH: Domestic Card Clearing

BKM’s Domestic Clearing and Settlement System handles domestic card transactions between participating institutions. That infrastructure helps explain domestic settlement but is not itself a wallet or foreign merchant payment method.

Online Authentication Is a Separate Gate

BKM’s GO Güvenli Öde and international 3D Secure programs protect ecommerce authentication. A successful authentication confirms the cardholder step; the issuer can still decline the later authorization because of funds, limits, merchant risk, currency, international controls or another rule.

PayPal Is a Country-Availability Exception

Unlike many other country guides, PayPal should not be treated as a normal Turkey-resident payment route. PayPal’s own Turkey page continues to say local operations are stopped. A foreign merchant showing a PayPal button does not mean a resident of Turkey has a supported local PayPal account route.

What Changes When a TRY Payment Goes Abroad?

A foreign merchant or recipient defines the entry point. FAST, EFT and domestic TROY processing do not automatically create a foreign merchant door. A TROY card with an international scheme logo can use that partner network abroad where the merchant and issuer allow it. International Visa, Mastercard or other eligible cards and regulated transfer providers create separate routes. Merchant country, foreign currency, TRY conversion, authentication, recurring billing, payment state and refund destination then become part of the corridor.

Same Turkish Payer, New US Merchant and TRY/USD Money Trail

A payer in Turkey reaching a US merchant should start with the live US checkout. A Turkish-issued Visa or Mastercard, or a TROY card carrying an accepted international scheme logo, may create the route. A regulated transfer can serve a verified recipient or invoice. FAST and EFT remain Turkish account-payment systems, while PayPal should not be assumed available to a Turkey-resident payer.

Start With the US Checkout

Record which international card networks or verified transfer methods the US merchant actually offers. Then inspect the exact Turkish card or account. A domestic FAST, EFT or TROY-only route that is absent from checkout is not available for that purchase.

Read the TROY International Scheme Logo

If the payer has TROY, identify the international scheme logo on the exact card before assuming US use. BKM states this extra international scheme is required for foreign transactions. Merchant acceptance, issuer controls, currency, authentication, recurring support and final authorization still decide the payment.

Trace the TRY/USD Money Trail

Freeze the US merchant’s USD price first. If checkout offers TRY, identify who performs the conversion and the displayed rate or markup. Otherwise trace the USD authorization into the final TRY posting and any separate issuer or provider charges. Refunds can convert back at a different effective rate.

What is FAST in Turkey?

FAST is the CBRT-owned instant-payment system. It operates 24/7 and is designed to complete supported payments within seconds. It is a domestic account-payment rail and does not automatically create a checkout method for a foreign merchant.

Can a TROY card work in the United States?

Potentially, but the exact card must also carry a supported international scheme logo. BKM states that this international scheme is required for transactions abroad. Check the card, issuer, partner network, US merchant acceptance, currency, international controls, authentication and authorization.

Can a Turkey resident use PayPal normally?

PayPal’s Turkey page continues to state that operations in Turkey were stopped in June 2016 and Turkey-based customers cannot send or receive money through local PayPal accounts. PayPal also states that users should open accounts in their country of residence. Do not treat a foreign merchant’s PayPal button as proof of a supported Turkey-resident PayPal route.

Is Apple Pay officially supported for Turkey-issued cards?

Turkey is not listed in Apple’s August 4, 2026 list of countries and regions where participating banks and issuers can add cards to Apple Pay. Verify current Apple and issuer support before relying on a Turkey-issued card in Apple Pay.

Is passing 3D Secure enough to guarantee a card payment?

No. Authentication and authorization are separate gates. A cardholder can successfully complete GO Güvenli Öde or an international 3D Secure challenge and still receive an issuer decline because of funds, limits, merchant risk, international controls, currency or another authorization rule.
