Egypt Payment Map
Egypt Payment Guide
Egypt’s payment landscape combines a national instant-payment network, a regulated mobile application, the national Meeza card scheme, mobile wallets, international card networks, PayPal and Apple Pay. The Central Bank of Egypt says the Instant Payment Network links Egyptian banks and enables instant transactions, while InstaPay is the first licensed application operating over that network and gives eligible users direct 24/7 access to linked bank accounts. IPN can transfer funds to bank accounts, Meeza cards and mobile wallets. Meeza is Egypt’s national payment-card system. Apple Pay is officially supported in Egypt through participating banks and tokenized eligible cards. This guide separates those layers before comparing foreign merchants, EGP conversion, subscriptions, payment states, refunds and recovery.

InstaPay Is an IPN Access Layer; Meeza Is the National Card Scheme
For a payer in Egypt, first identify whether the payment is an IPN/InstaPay transfer, a Meeza card payment, a mobile-wallet payment, an internationally branded card transaction, PayPal, Apple Pay or a regulated transfer. InstaPay can move money instantly among supported Egyptian banking and payment endpoints, but that domestic instant-payment capability does not automatically create a checkout route at a foreign merchant. Meeza is a national scheme and should not be assumed to provide US acceptance by its logo alone. For foreign payments, inspect the exact merchant door, card network, account, currency and provider.
Rail Map
Which Egyptian Payment Layer Is Actually Moving the Money?
The same phone or bank account can appear in several routes. IPN is the national instant-payment network, InstaPay is a licensed PSP application using IPN, Meeza is a national card scheme, mobile wallets are regulated account products, international cards use their card networks, PayPal adds its own account and funding layer, and Apple Pay tokenizes an eligible card for supported merchant checkout.
| Payment Method | Common Use | What Actually Controls It |
|---|---|---|
| IPN / InstaPay | 24/7 instant transfers among supported Egyptian bank accounts, Meeza cards and mobile wallets | The participating bank, linked account or eligible Meeza prepaid card, recipient account/IBAN, Instant Payment Address, mobile number, wallet or card endpoint, EGP amount, user authentication, IPN state and recipient reconciliation. CBE identifies InstaPay as the first application operating on IPN. |
| Meeza | Egyptian national payment-card and prepaid-card use | The issuing bank or institution, exact Meeza card, merchant or ATM acceptance, balance, card controls, transaction type, authentication and authorization. Meeza is a national scheme; a foreign merchant route should be verified separately rather than inferred from domestic Meeza acceptance. |
| Mobile Wallet | Domestic transfers, merchant payments and other supported wallet services | The licensed wallet provider, registered mobile number, wallet balance or linked source, recipient or merchant, amount, authentication, service limits and payment state. CBE maintains a regulated mobile-wallet framework and IPN can transfer to supported mobile wallets. |
| Visa / Mastercard / other international cards | Domestic and foreign ecommerce, travel and subscriptions | The live merchant, exact Egypt-issued card, network acceptance, issuer, available funds or credit, online/international controls, billing profile, foreign-exchange controls, currency, authentication, recurring support, risk checks and final authorization. |
| Apple Pay | Supported in-store, app and web card checkout | Egypt is an Apple Pay-supported market and Apple lists participating Egyptian institutions. The exact bank/card, tokenized credential, merchant integration, device or browser, currency, recurring support and issuer authorization still decide the payment. |
| PayPal | Online merchant checkout and supported account transactions | The merchant must expose PayPal. Then the Egypt PayPal account, account status, eligible funding source, transaction type, currency conversion, payment state, applicable fees and refund destination must fit current terms. |
| Regulated International Transfer | Cross-border invoices, business payments and verified recipients | The legal bank or provider, sender and recipient identity, EGP or other funding currency, destination currency, live rate and fees, recipient account, delivery route, timing, transaction state, cancellation/recall and refund or return process. |
| Gift Card / Store Balance | Retail, gaming, app stores, streaming and platform-specific purchases | The issuer, authorized seller, code state, account/store region, currency, eligible product, subscription rules, remaining balance, backup-payment requirements and refund destination. Closed balance is not general EGP cash. |

IPN, InstaPay, Meeza and Wallets Are Related but Not Interchangeable
IPN: National Instant-Payment Infrastructure
The Central Bank of Egypt describes IPN as a national network linking banks in Egypt and supporting instant transfer and purchase transactions among electronic payment methods. It is infrastructure rather than a foreign merchant brand. Record the sending bank, recipient endpoint, EGP amount, authentication and final transfer state.
InstaPay: Licensed PSP Application on IPN
InstaPay states that it is a CBE-licensed payment-service-provider application operating over IPN. Eligible users can link supported bank accounts and transfer instantly 24/7 to bank accounts, IPAs, mobile numbers, mobile wallets and electronic cards. A successful InstaPay transfer remains a domestic payment event unless a separate regulated cross-border provider creates the onward route.
Meeza: National Card Scheme
CBE identifies Meeza as Egypt’s national payment-card system. Meeza cards can form part of domestic card and prepaid use and can also be transfer endpoints inside IPN. For a foreign merchant, do not assume the national scheme itself creates international network acceptance; verify the exact card and merchant route.
Apple Pay: Tokenized Card Handoff
CBE announced payment-card tokenization and Apple Pay in Egypt, and Apple currently lists Egypt and participating banks. Apple Pay changes the credential handoff; it does not remove the issuer, card, merchant, country, currency, authentication or recurring-payment decision.
PayPal: Separate Account and FX Layer
PayPal maintains an Egypt consumer-fee page and supports commercial purchases subject to account and merchant eligibility. Its fee page distinguishes purchases without currency conversion from transactions requiring conversion. Always check the live rate, funding source and refund route.
Foreign-Currency Card Controls Matter
For foreign card checkout, the exact issuing bank’s current international-use and foreign-currency rules matter. Do not infer present availability from an older limit or another bank’s policy. Check the live card controls, merchant category, transaction currency, available funds or credit, authentication and issuer decision at the time of purchase.

What Changes When an EGP Payment Goes Abroad?
A foreign merchant or recipient defines the entry point. IPN/InstaPay, Meeza domestic acceptance and Egyptian mobile-wallet functions do not automatically create a foreign checkout. An eligible international card, Apple Pay using an eligible card, PayPal where the merchant/account route is supported, or a regulated transfer can create separate cross-border routes. Merchant country, foreign-currency availability, EGP conversion, authentication, recurring billing, payment state and refund destination then become part of the corridor.
| Foreign Payment Job | First Route to Inspect | What Changes Outside Egypt |
|---|---|---|
| US subscription | A merchant-listed recurring international card, PayPal or Apple Pay-backed card route | Add the US billing entity, USD price, exact Egypt-issued card/account, current issuer foreign-currency availability, authentication, stored credential or billing agreement, later renewals, EGP/USD conversion, cancellation and refund conversion. |
| Foreign online shopping | The internationally accepted card, PayPal or Apple Pay route actually shown | Check exact card profile, merchant/shipping rules, billing country, issuer authorization, foreign-currency controls, conversion, taxes, returns and refund destination. |
| International invoice | A verified licensed bank or transfer provider | Identify the legal recipient, account, funding and receive currencies, rate/fees, reference, timing, transaction state, compliance requirements, reconciliation, cancellation/recall and refund process. |
| Foreign travel booking | Merchant-listed international card, PayPal or Apple Pay checkout | Check deposits/holds, settlement currency, merchant country, card controls, authentication, cancellation policy, refund timing and EGP reconversion. |

Same Egyptian Payer, New US Merchant and EGP/USD Money Trail
An Egyptian payer reaching a US merchant should start with the live US checkout. An eligible Egypt-issued Visa or Mastercard, Apple Pay backed by a supported Egyptian card, PayPal where the account and merchant lane are supported, or a regulated transfer can form the route. IPN/InstaPay can remain useful inside Egypt, but it does not itself create a US merchant checkout.
Start With the US Checkout
Record which international card, PayPal, Apple Pay, invoice or transfer options the US merchant actually offers. Then inspect the exact Egyptian funding method and current issuer/provider rules. A domestic InstaPay, Meeza-only or mobile-wallet route absent from checkout is not automatically available.
Verify Current Foreign-Currency Availability
Egyptian card foreign-currency controls can change by issuer, card type and regulation. Check the live bank setting and transaction conditions rather than using an old limit. Then separate international-use permission from merchant acceptance and final authorization.
Trace the EGP/USD Money Trail
Freeze the US merchant’s USD price first. If checkout or PayPal offers EGP, record who converts and the displayed rate or markup. Otherwise trace the USD authorization into the final EGP posting and any separate issuer/provider charges. Refunds can reconvert later at a different effective amount.
Where the Route Breaks
Find the Failed Layer Before Retrying
Card Authorization Gate
Record the issuer message, full amount, available funds/credit, international and foreign-currency controls, merchant country/category, authentication and recurring setup.
Authentication Gate
Separate cardholder authentication from issuer authorization. Passing an authentication step does not guarantee approval.
Cross-Border Gate
Compare Egypt and merchant countries, exact card/account, foreign-currency availability, merchant category, authentication and issuer/provider risk rules.
EGP Money Trail Gate
Reconcile merchant currency, conversion choice, authorization, final EGP posting, separate charges, transaction date and refund credit.
Payment State Gate
Check whether the first card, PayPal, InstaPay or transfer attempt is successful, rejected, pending, reversed, returned or refunded before creating another route.
PayPal Layer
Use the PayPal guide when the merchant does not offer PayPal, the Egypt account cannot continue, a funding source is unavailable, currency changes the route or an automatic payment fails.
Straight Answers
Which Egyptian Payment Layer Controls the Answer?
What is InstaPay in Egypt?
InstaPay is the first CBE-licensed payment-service-provider application operating over the Instant Payment Network. It can link supported bank accounts and enable instant 24/7 transfers to supported bank accounts, IPAs, mobile numbers, mobile wallets and electronic cards.
Can I use InstaPay to pay any US website?
No. IPN/InstaPay is an Egyptian instant-payment route. A US merchant or regulated provider would need an explicit compatible connection. Otherwise start with the international card, PayPal, Apple Pay or transfer routes actually offered.
Can a Meeza card automatically work in the United States?
Do not assume so. Meeza is Egypt’s national payment-card scheme. For US merchant use, verify the exact card’s international network capability, issuer rules and merchant acceptance rather than relying on domestic Meeza acceptance.
Is Apple Pay supported in Egypt?
Yes. CBE announced card tokenization and Apple Pay, and Apple currently lists Egypt as a supported market with multiple participating banks. The exact card and issuer must still be eligible.
Does PayPal remove EGP/USD conversion costs?
No. PayPal Egypt publishes separate currency-conversion terms. Check the live merchant currency, PayPal conversion choice, funding source, transaction exchange rate, final EGP impact and refund destination.
