Merchant Integration Comes First

The official eps flow begins at a merchant or e-government payment page. If a US site does not expose eps through its payment provider, an Austrian bank customer cannot inject eps into the checkout.

Approval Happens in Online Banking

eps redirects the customer to the bank’s own online-banking environment. Bank approval and the merchant’s final order state are separate checks, so preserve both when diagnosing a failed or uncertain payment.

Use Current Integration Information

The official eps site currently publishes standard version 2.7 documentation. A merchant integration should be judged against its live implementation rather than older assumptions about participating banks or checkout behavior.

SEPA Layer

SEPA Instant Can Move EUR Quickly but Still Needs a USD Delivery Leg

OeNB describes SEPA Instant as a 24/7/365 euro transfer that can reach the payee account within seconds. For a US route, this is useful when a regulated provider gives the Austrian payer a compatible euro collection account and then separately converts or delivers USD. It does not make a standard US ecommerce merchant a SEPA recipient.

Follow the Amount From US Price to Austrian Posting

Start with the US merchant’s original USD price. If checkout or PayPal offers EUR, identify who performs conversion and the displayed rate or markup. Otherwise record the USD card authorization and final EUR posting. A regulated transfer provider can perform a separate EUR/USD conversion. A later refund may convert back at a different effective rate.

Merchant Conversion

If the US merchant offers EUR, compare the live EUR quote with paying in USD through the eligible card or provider route. Preserve the displayed currency choice and amount.

PayPal or Provider Conversion

PayPal and regulated transfer providers use their own current conversion terms. Identify who converts before authorizing and record the live EUR and USD amounts.

Refund Conversion

A USD refund can return through the original card or PayPal route and post in EUR at a different effective amount. Preserve the original transaction and refund dates.

Recurring US Billing Adds a Stored-Credential Gate

A successful first purchase does not guarantee renewal. Record the US merchant of record, USD price, Austria-issued card or PayPal agreement, authentication used at signup, recurring permission, expiry/replacement-card handling, issuer risk controls, cancellation date and refund policy. eps is primarily a bank-redirect purchase route and should not be assumed to create a recurring merchant credential unless the actual merchant product explicitly supports the required flow.

Can I use eps to pay any US website?

No. A US merchant or its payment provider must explicitly integrate an eps-compatible checkout route.

Can SEPA Instant pay a US merchant directly?

Not generally. It can send EUR to a compatible euro account, such as a regulated provider’s collection account, but normal US merchant checkout still needs a separate supported route and USD delivery where required.

Can Apple Pay or Google Pay fix a declined Austrian card?

Not necessarily. Wallets change credential presentation but generally leave the underlying issuer/card authorization decision in place.

What should I record for EUR/USD conversion?

Keep the original USD merchant price, any EUR quote, who performed conversion, the card or provider authorization, final EUR posting, separate fees and any later refund conversion.
