Indonesia’s Payment Map

Indonesia Payment Guide

Indonesia’s payment landscape is easier to understand when the standard, app, rail, and checkout are separated. QRIS is the national QR standard. GoPay, OVO, DANA, and ShopeePay are wallet or account ecosystems that can use QRIS and other product flows. BI-FAST is the domestic real-time account rail. Cards and PayPal enter merchant checkout. This guide maps those layers before comparing foreign merchants, IDR conversion, renewals, refunds, and failures.

Country Read

QRIS Is the Standard; the Wallet App Is Not the Rail

Start by naming what each layer actually does. QRIS standardizes eligible QR payments across participating providers and merchants. GoPay, OVO, DANA, and ShopeePay are product ecosystems that can expose wallet, QR, transfer, card, or other flows. BI-FAST moves eligible account-to-account payments in real time. For a foreign merchant, the route usually has to be rebuilt around the exact card, wallet integration, account, currency, recurring setup, authentication, and refund path.

Home-Ground Rail Map

Which Indonesian Standard, App, Rail, or Checkout Is Moving the Money?

The useful distinction is the mechanism. QRIS is the national QR standard. GoPay, OVO, DANA, and ShopeePay can expose wallet, QR, transfer, card, or pay-later products. BI-FAST is a real-time account rail. Visa and Mastercard belong to merchant card checkout. PayPal, Wise transfers, prepaid, virtual, and gift-card routes add their own account or program rules.

Rail / Product Layer Route Role What Still Decides
QRIS Domestic QR payments, merchants, mobile wallets, local services QRIS is the national QR standard, not a wallet by itself. Participating payment-service providers and merchants implement the QR flow; the payer app or account, merchant QR, amount, limits, currency, transaction state, and refund path still determine the actual payment. Cross-border use requires an explicit supported corridor and compatible merchant integration
GoPay Wallet payments, QRIS payments, transfers, app payments, Gojek ecosystem GoPay is a wallet and account ecosystem that can expose QRIS, transfers, bills, merchant payments, and other product flows. The GoPay account, funding source, balance, product, merchant integration, country, currency, limits, transaction state, and refund process control the route
OVO Wallet payments, QRIS, retail, online merchants, rewards, local services OVO is a wallet and merchant-payment layer. Account status, available balance or linked funding, merchant integration, QRIS or other product flow, transaction state, notifications, limits, and refund conditions determine whether the route works
DANA Wallet payments, QRIS, transfers, bills, online purchases, saved cards DANA can expose wallet balance, QRIS, transfers, bills, virtual-account funding, saved-card funding, and merchant checkout products. The exact DANA product, account status, funding method, merchant integration, country, currency, limits, and transaction state must match
ShopeePay E-commerce, wallet payments, QRIS, Shopee ecosystem, supported merchants ShopeePay is a wallet and commerce ecosystem with QRIS, linked-account, card, pay-later, and merchant flows depending on the integration. The account, funding product, merchant, country, currency, limits, transaction type, and refund rules remain product-specific
BI-FAST Real-time domestic bank transfers, account-to-account payments, supported banking flows BI-FAST is a domestic real-time account-to-account rail for participating institutions. The sending and receiving institutions, account or supported identifier, amount, limits, security, transaction state, timing, and recovery matter. It is not QRIS, a wallet, or universal foreign checkout
Bank Transfer Domestic online shopping, invoices, local services, business payments “Bank transfer” is too broad to identify the route. Confirm whether the payment uses BI-FAST, another domestic transfer, a virtual-account collection flow, or an international transfer; then verify the recipient or merchant, account details, reference, currency, fees, timing, status, cancellation, recovery, and refund process
Visa / Mastercard Online shopping, subscriptions, software, digital services, international payments Acceptance depends on the merchant, card profile, issuer settings, country, currency, authentication, and transaction type
Debit Cards Domestic payments, online shopping, selected subscriptions Issuer support, available balance, card status, online and international use, recurring billing, and authentication matter
Credit Cards Subscriptions, travel, software, international purchases, selected online stores May work when the merchant and issuer support the card profile, recurring billing, country, currency, funds or credit, and authentication
PayPal Selected online shopping, international purchases, supported merchants Depends on merchant integration, account country and status, transaction type, currency, and displayed funding method
Wise Card Current international transfer options rather than new card issuance New Wise Cards are not currently offered to Indonesia residents; use current IDR transfer options instead
Prepaid / Virtual Cards Selected one-time online payments, spending control, temporary card use Eligibility varies by card program or virtual-card type, activation, registration, underlying account, balance, recurring support, holds, and verification
Gift Cards Gaming, app stores, streaming, platform-specific purchases, digital balance Issuer, seller, account or store region, currency, eligible-product, subscription, refund, and code rules must match

Home Ground

QR Standard, Wallet Ecosystem, and Account Rail Are Different Layers

Inside Indonesia, the app on the screen and the rail moving the money may be different. QRIS standardizes the QR. GoPay, OVO, DANA, and ShopeePay expose wallet or account products. BI-FAST moves eligible account transfers in real time. Cards enter merchant authorization. Identify the mechanism before comparing speed or acceptance.

QRIS

QRIS is the QR interoperability standard. The actual payment still belongs to the payer app or account and the participating merchant or receiving provider. Check the merchant QR, payer app, linked funding, amount, limits, transaction status, fees where applicable, and refund path. Cross-border QRIS requires a supported corridor and compatible merchant integration.

GoPay

GoPay is a product ecosystem, not one universal route. For wallet balance, QRIS, bills, transfers, or merchant checkout, check the exact GoPay product, account status, funding source, balance, merchant or recipient integration, limits, transaction state, country, currency, and refund path.

OVO

OVO belongs to the wallet and merchant-payment layer. Check the OVO account, available balance or linked funding, merchant or QRIS integration, transaction status, notification, limits, and refund process. The OVO brand does not by itself define whether a foreign merchant or recurring charge is supported.

DANA

DANA can expose wallet balance, QRIS, virtual-account or bank-transfer funding, supported-card funding, bills, transfers, and merchant flows. Identify the exact DANA product first, then check account status, funding source, merchant integration, country, currency, limits, transaction state, and refund route.

ShopeePay

ShopeePay can expose wallet, linked-account, card, pay-later, QRIS, and merchant flows depending on the integration. The account, funding product, merchant, country, currency, limits, transaction type, repayment or billing terms, and refund path remain product-specific.

BI-FAST and Bank Transfers

BI-FAST is the real-time domestic account rail. Confirm the sending and receiving institutions, recipient or account details, amount, limits, security, transaction state, timing, fees where applicable, cancellation or recovery, and refund process. A BI-FAST transfer and a QRIS merchant payment can settle quickly but remain different routes.

Leaving Indonesia

What Changes When the Merchant Is Outside Indonesia?

Leaving Indonesia usually means rebuilding the route. The foreign merchant chooses whether to offer an international card, PayPal, wallet integration, invoice, transfer, or an explicit cross-border QRIS collection flow. Then the Indonesian account, wallet or card, merchant country, account region, billing currency, IDR conversion, recurring setup, authentication, payment state, total cost, and refund path must still fit.

Foreign Payment Job First Route to Inspect What Changes Outside Indonesia
US-based subscription A merchant-listed recurring card, PayPal, wallet-linked card, or other supported subscription route The route usually adds a US merchant or billing entity, USD pricing, signup authentication where applicable, later merchant-initiated renewals, Indonesia card or account-country checks, issuer or provider approval, IDR/USD conversion, total posted cost, cancellation, and refund reconversion
AI tool or SaaS A route the service supports for both signup and later renewal, or a verified invoice flow Separate signup from renewal. Check billing entity, Indonesia account or card country, stored credential or PayPal agreement, invoice data, billing currency, conversion, authentication at signup, later issuer or provider approval, retry rules, total cost, and refund path
Foreign app store The card, wallet, PayPal, store balance, or other method allowed inside the current account and store region Check account country, store region, payment-method country, currency, eligible product, subscription status, remaining balance, backup-payment requirement, and where a refund or cancellation credit returns
Gaming platform The card, wallet, PayPal, gift-card balance, or other route allowed by the current gaming account and store region Check account country, store region, marketplace seller or merchant, payment-method country, currency, eligible product, subscription, delayed charges, gift-card region, and refund destination
Foreign online shopping The card, PayPal, wallet integration, invoice, or other route actually shown by the foreign merchant Check the Indonesia-issued card or account profile, merchant and shipping countries, billing country, card or wallet acceptance, authorization, IDR money trail, taxes or duties where relevant, return policy, and refund destination. A domestic QRIS or wallet route is not a substitute unless the merchant explicitly integrates it
International invoice The verified bank, transfer-provider, card, PayPal, or other invoice route named by the merchant Identify the rail before paying. Verify the legal recipient, account details, reference, send and receive currencies, conversion, fee option, timing, intermediary deductions where relevant, cancellation or recall rules, merchant reconciliation, and refund conditions
Foreign merchant offering QRIS Only through an explicit supported cross-border QR corridor with a participating payer application and compatible merchant QR flow Verify the listed corridor, participating payer app or institution, merchant QR integration, recipient or merchant identity, amount, currency treatment, limits, fees, transaction state, and refund route. QRIS availability inside Indonesia does not create foreign acceptance by itself
GoPay / OVO / DANA for a foreign service Only where the foreign merchant or checkout provider explicitly integrates the exact eligible wallet, QR, funding, or merchant-payment flow Name the wallet product first. Check account status, merchant integration, funding source, available balance, country, currency, limits, transaction type, recurring behavior, transaction state, and refund path. The wallet brand alone does not prove overseas acceptance

QR Standard, Wallet, Card, and Foreign Checkout

QRIS, Wallet Balance, Card Checkout, and Foreign Routes Are Separate Layers

QRIS standardizes the QR, but the payer still uses a wallet or account product. GoPay, OVO, DANA, and ShopeePay can expose different wallet, QR, transfer, card, or pay-later products. BI-FAST is an account rail. Cards enter merchant authorization. A foreign merchant may accept only one of these routes—or none. Name the layer before comparing acceptance or recovery.

Use QRIS When the Merchant and Payer App Share the Standard

For a domestic QRIS payment, verify the merchant QR, participating payer application or institution, linked funding, amount, limits, transaction state, and refund route. QRIS is the common QR language; the wallet or account underneath still owns the payment.

Name the Wallet Product Before You Pay

GoPay, OVO, DANA, and ShopeePay can each expose different wallet, QRIS, transfer, merchant, linked-account, card, or pay-later products. Check the exact product, account status, funding, merchant integration, limits, transaction state, country, currency, and refund path instead of treating the app brand as one route.

Let the Foreign Merchant Define the Card Door

Use only a card route the foreign merchant actually shows. Then check the exact Indonesia-issued Visa, Mastercard, debit, credit, prepaid, or virtual card profile, merchant country, billing currency, online and international controls, recurring support, authentication, available funds or credit, issuer rules, total posted cost, and refund route.

Trace the IDR Money Trail

Start with the merchant’s original currency, then identify who converts first: merchant or DCC provider, PayPal or another provider, card network and issuer, or transfer route. Compare authorization, posted IDR amount, separate fees, transaction date, available funds or credit, and refund credit. Do not compare numbers from different stages as though they were one exchange rate.

Gift Cards Can Help for Platforms

For app stores and gaming platforms, region-matching gift cards or platform balance may work better than local wallet payments.

Read the State Before Opening a Backup Route

Confirm whether the merchant created an order and whether the payment rail shows declined, pending, completed, reversed, refunded, returned, or awaiting reconciliation. A backup card, PayPal route, wallet, transfer, or store balance creates a new state and can duplicate the first attempt while it is unresolved.

Failed Gate Map

Find the Failed Rail or Gate Before You Retry

Start with the route that failed. A card decline belongs to card authorization; a foreign-only failure belongs to the corridor; an order that disagrees with the funding record belongs to payment state; an address or country rejection belongs to the profile layer; a changed final IDR amount belongs to the money trail; and a missing or denied PayPal flow belongs to the PayPal layer.

Card Authorization Gate

Use the card-decline guide when the merchant accepts the card route but authorization fails. Record the exact issuer message, full authorization amount, available funds or credit, pending holds, card status and controls, merchant country or category, billing profile, currency, recurring setup, authentication result, and whether the issuer actually received the authorization request.

Cross-Border Route Gate

Use the international-payment guide when the same Indonesia-issued card, wallet, or account works domestically but fails for a foreign merchant, country, currency, merchant category, or account region. Compare payer and merchant countries, card or account country, currency, authentication, online and international controls, issuer or provider risk, and route-specific restrictions.

Order and Payment States Disagree

Use the payment-state guide when the merchant order and payment record disagree. A card can leave a pending authorization, GoPay or DANA can have product-specific transaction states, PayPal keeps its own transaction record, BI-FAST has a transfer state, and bank or virtual-account flows can require later merchant reconciliation. Match the order with the route’s actual state before retrying.

Profile or Country Gate

Use the profile guide when the checkout rejects the genuine billing address, postal code, card country, payment profile, account or store region, shipping country, or merchant-supported-country combination. Fix only genuinely outdated data; a profile match still does not guarantee authentication or authorization.

Money Trail Gate

Use the money-trail guide when the problem is the amount rather than approval. Reconcile the merchant’s original currency, any DCC or wallet conversion, authorization, posted IDR amount, separate issuer or provider fees, transaction date, and refund credit instead of comparing only one headline rate.

PayPal Account / Funding Layer

Use the PayPal issue guide when the merchant never offers PayPal, the Indonesia account is limited, a card or bank cannot be linked or selected, the selected funding is declined, the currency changes the route, or an automatic-payment agreement fails. Start with the visible PayPal layer instead of treating every symptom as a card problem.

Published Corridors

Open the Payer → Destination Route Map

Open Indonesia → United States when you need this page’s Indonesia-side conditions plus a specific foreign merchant, USD pricing, recurring route, QR or wallet integration, or transfer requirement. The other corridors are useful contrast cases: watch how the same card, wallet, account, country, currency, authentication, payment state, and refund rules change when the payer country changes.

Open the Layer

Inspect the Card, Wallet, Account, or Program Separately

Use these guides when one component needs deeper inspection. Then return to the Indonesia map and destination corridor, because a method guide cannot decide whether the merchant offers QRIS, a specific GoPay/OVO/DANA/ShopeePay product, BI-FAST, card checkout, or a foreign collection route.

Route Preflight

Six Checks to Run Before You Trust the Indonesia Route

Before paying, identify whether you are using QRIS, a GoPay/OVO/DANA/ShopeePay wallet product, BI-FAST, a virtual-account or bank flow, direct card checkout, PayPal, another transfer route, or closed store balance. Then check the exact merchant or recipient, account or card, country, currency, payment state, and refund or recovery path.

For QRIS, Verify the Merchant and the Payer App

QRIS is the shared QR standard, not the payer account itself. Verify the merchant QR, participating payer application or institution, linked funding, amount, limits, transaction state, and refund path. For cross-border use, verify the supported corridor and compatible merchant integration before scanning.

Name the Wallet Product Before the App Brand

GoPay, OVO, DANA, and ShopeePay can expose different wallet, QRIS, transfer, merchant, linked-account, card, or pay-later products. Check the exact product, account status, funding, merchant integration, limits, transaction state, country, currency, and refund path before assuming the app itself defines the payment route.

For BI-FAST, Verify the Recipient Before the Speed

BI-FAST is the real-time domestic account rail. Verify the sending and receiving institutions, recipient or account details, amount, limits, security, transaction state, timing, and recovery before sending. A fast account transfer is not the same protection or order state as a merchant card or QRIS purchase.

Let the Foreign Merchant Define the Card Door

Use only a card route the foreign merchant actually shows. Then check the exact Indonesia-issued Visa, Mastercard, debit, credit, prepaid, or virtual card profile, merchant country, billing currency, online and international controls, recurring support, authentication, available funds or credit, issuer rules, total posted cost, and refund route.

Trace the IDR Money Trail

A foreign merchant can charge USD, GBP, EUR, JPY, or another currency, but the useful question is where the original currency disappears. Record the checkout currency, first converter, authorization, posted IDR amount, separate issuer or provider fees, transaction date, and refund conversion rather than relying on one headline rate.

Straight Answers

Which Indonesia Payment Rail Controls the Answer?

The useful distinction is whether the payment uses QRIS, a GoPay/OVO/DANA/ShopeePay wallet product, BI-FAST, another bank or virtual-account flow, direct card checkout, PayPal, another transfer route, or closed store balance. The answer changes with the mechanism.

What payment methods are common in Indonesia?

Group them by job. QRIS is the national QR standard. GoPay, OVO, DANA, and ShopeePay are wallet or account ecosystems with product-specific QR, transfer, merchant, card, or pay-later flows. BI-FAST is the real-time domestic account rail. Visa and Mastercard belong to merchant card checkout. PayPal, Wise transfers, prepaid, virtual, bank-transfer, and gift-card routes add their own account or program rules.

How should I choose a payment method from Indonesia to a US online service?

Start with the US service’s live checkout. An Indonesia-issued card, PayPal route, wallet integration, invoice, transfer, or explicit cross-border QRIS flow are different routes. Compare Indonesia account or card country, US merchant or billing entity, USD pricing, signup and renewal behavior, authentication, IDR/USD conversion, total posted cost, limits, cancellation, and refund. Use the Indonesia → United States corridor for destination-specific conditions.

Can QRIS be used for foreign online subscriptions?

Not by default. QRIS can work abroad only through an explicit supported cross-border QR corridor with a participating payer app or institution and compatible merchant QR flow. Verify the corridor, merchant identity, currency treatment, amount, limits, fees, transaction state, and refund route. QRIS being ubiquitous inside Indonesia does not make it a universal foreign subscription checkout.

Can GoPay, OVO, or DANA be used for international online payments?

Sometimes, but name the wallet product first. A foreign merchant must explicitly integrate the eligible GoPay, OVO, DANA, QR, funding, or merchant-payment flow. Check the account, funding source, balance, merchant integration, country, currency, limits, recurring behavior, transaction state, and refund path. The wallet brand alone does not prove overseas acceptance.

Why was my Indonesian card declined on a foreign website?

First locate the failed gate. The foreign merchant may reject the Indonesia-issued card profile or billing country; 3D Secure may stop before authorization; or the issuer may reject merchant country, category, amount, currency, recurring setup, international-use conditions, or risk. IDR conversion belongs to the money trail and is not the explanation for every decline. Record the merchant order and payment state before retrying.

This does not mean every destination, recipient, funding method, amount, or transaction is available.

What We Checked: Indonesia’s Payment Rails

We reviewed Bank Indonesia, GoPay, DANA, OVO, ShopeePay, Wise, and PayPal Indonesia materials on July 30, 2026. Bank Indonesia distinguishes QRIS as the national QR standard and BI-FAST as real-time retail payment infrastructure. GoPay, DANA, OVO, and ShopeePay document provider-specific wallet, QR, funding, card, pay-later, merchant, status, and refund flows rather than one universal wallet route. Wise documents current Indonesia transfer and card availability, while PayPal adds a merchant checkout and account layer. Together these sources support the rail map used here; none guarantees that a specific foreign merchant, QRIS corridor, wallet flow, BI-FAST payment, card, account, country, currency, recurring payment, or refund will be eligible.

  • Bank Indonesia: QRIS — describes QRIS as Indonesia’s national QR-code payment standard for participating payment-service providers and merchants.
  • Bank Indonesia: BI-FAST — explains BI-FAST as retail payment infrastructure designed for real-time, secure, efficient, and continuously available account-to-account transfers through participating institutions.
  • GoPay: Official service overview — presents GoPay features for transfers, QRIS payments, bills, and supported merchant transactions within its current account and service conditions.
  • DANA: Available payment methods — lists provider-specific funding and payment options such as DANA balance, bank transfer, virtual accounts, and supported cards.
  • OVO: Payment integration overview — documents merchant payment flows using eligible OVO balances and the related status, notification, and refund processes.
  • ShopeePay: Supported payment functionalities — outlines Indonesia-specific wallet, linked-account, card, and pay-later channels that may be offered through supported integrations.
  • Wise: Card availability by country — provides the current country list for new Wise Card availability; Indonesia is not included in the present list.
  • Wise: Guide to IDR transfers — explains current IDR-funded transfer methods from Indonesia, including Indonesian bank transfer and eligible OVO or DANA funding flows.
  • Wise: Regulation by country and region — identifies PT Wise Payments Indonesia as a Bank Indonesia-licensed fund-transfer operator and payment-service provider for its regulated services.
  • PayPal Indonesia: Consumer fees — explains purchase and currency-conversion conditions for Indonesian PayPal users.
